Management of a personal development programme for Elected Members

The Client
A Scottish Local authority with a large percentage of new members following the May 2007 elections.

The Challenge
With a larger than usual influx of new members, many of whom had no experience of performing the duties required, it was essential to put in place a process whereby training could be tailored to meet a wide spectrum of needs.

ESP Solution
Initially ESP was invited to define a system which would simplify the deployment of existing training materials and make this information available on the authority's intranet.

This was subsequently expanded into producing an assessment tool which would enable pin point training for individual members.

The secret of success in this kind of project is to understand the importance of transition. It would be simply impossible to move to a new system and discard the old, in one move. In the final analysis, elected members will only do what they feel is in the best interest of the public. as such they need to see value for money, common sense and productivity.
